The Australian road operator Transurban, well established in Australia and the United States, was hoping to break into the Quebec market by attempting to acquire the A-25 highway and toll bridge, an 8.4 km-long infrastructure operated under a public-private partnership (PPP) model with the Quebec government.
To achieve this, the company had to undertake in-depth work to increase its understanding of Quebec's economic, social and political ecosystems. Transurban hired NATIONAL to support them at every stage of this complex process and help them understand the characteristics of this new market in order to better position themselves.
Thanks to its great knowledge of the various levels of government and the main players in the transportation sector, NATIONAL was able to provide an accurate overview of the industry's ecosystem to the Australian company, which used this knowledge to submit a proposal adapted to Quebec's realities.
These efforts proved to be successful as the Australian company finally won the request for proposals in 2018 for the management, operation and maintenance of this infrastructure. The proposal stood out for its understanding of the Quebec territory, among other things. This was the company's first acquisition in Quebec and the result of a sustained effort.
